MORE HOMESTEAD PROTECTION AND PREDICTABILITY FOR MASSACHUSETTS HOMEOWNERS?: EXAMINING THE EXPANDED COVERAGE UNDER AN ACT RELATIVE TO THE ESTATE OF HOMESTEAD

A Declaration of Homestead is a powerful law that protects a homeowner’s equity in real estate and provides a financial shield to ward off potential creditor claims. Although initially drafted with good intentions, the Massachusetts homestead law was revised and modified over several decades, producing confusing and inconsistent interpretations. To complicate matters, due to the fact creditor-debtor disputes often end up in United States Bankruptcy Court, federal bankruptcy judges were often forced to make sense of the patchwork that comprised the Massachusetts state homestead law, and often produced outcomes that seemed inconsistent with the objective of protecting home equity. After years of complaints from practitioners, creditors, and homeowners, in 2011, the Massachusetts legislature completely overhauled the Homestead Act as they tried to simplify the law and close any loopholes that had been exploited in the prior Act. After exploring the background and philosophy of homestead laws nationally, this Article explores the problems with the old Massachusetts Act, followed by a detailed analysis of the new Act to examine how the problems were addressed. The authors conclude that although the new Massachusetts Homestead Act better accomplishes the intent of a homestead law, some of the language chosen by the Massachusetts legislature will continue to cause interpretation problems that may produce inconsistent results and new frustrations

Van der Waals Density Functional for General Geometries

A scheme within density functional theory is proposed that provides a practical way to generalize to unrestricted geometries the method applied with some success to layered geometries [H. Rydberg, et al., Phys. Rev. Lett. 91, 126402 (2003)]. It includes van der Waals forces in a seamless fashion. By expansion to second order in a carefully chosen quantity contained in the long range part of the correlation functional, the nonlocal correlations are expressed in terms of a density-density interaction formula. It contains a relatively simple parametrized kernel, with parameters determined by the local density and its gradient. The proposed functional is applied to rare gas and benzene dimers, where it is shown to give a realistic description.Comment: 4 pages, 4 figure

Laser control for the optimal evolution of pure quantum states

Starting from an initial pure quantum state, we present a strategy for reaching a target state corresponding to the extremum (maximum or minimum) of a given observable. We show that a sequence of pulses of moderate intensity, applied at times when the average of the observable reaches its local or global extremum, constitutes a strategy transferable to different control issues. Among them, post-pulse molecular alignment and orientation are presented as examples. The robustness of such strategies with respect to experimentally relevant parameters is also examined.Comment: 16 pages, 9 figure

Bus Transjakarta merupakan salah satu upaya pemerintah DKI Jakarta untukmengurangi kemacetan yang terjadi di ibu kota dengan tujuan mengalihkanpengguna kendaraan pribadi kepada transportasi umum. Akan tetapi, masihterdapat kendala untuk mewujudkan tujuan pemerintah ini, salah satunya adalahpelanggaran yang terjadi pada jalur busway. Jalur busway merupakan jalurkhusus bus Transjakarta tetapi banyak kendaraan lain yang melewati jalurtersebut sehingga tersendatnya kelancaran perjalanan bus Transjakarta. Paperini membahas perancangan sistem dengan mengembangkan teknologi RFID(Radio Frequency Identification) dan ERP (Electronic Road Pricing) yangberintegrasi dalam penerapan sistem tilang elektronik melalui SIM yang telahditanamkan chip berisi informasi pengendara serta data pelanggaran yangpernah dilakukan pengendara. Sistem ini dirancang agar pelanggaran lalu lintasdapat ditilang secara online dan diharapkan memberikan efek jera kepadapelanggar. Metode yang digunakan dalam perancangan sistem ini adalah metodeliteratur, membandingkan sistem yang sedang berjalan dan kemajuan sistemtransportasi negara lain. Hasil dari paper ini yaitu rancangan sistem sertakemungkinan penerapan sistem ini di DKI Jakarta. Sistem ini memilikikemungkinan yang cukup besar untuk dapat mensterilkan jalur busway darikendaraan yang tidak seharusnya melintas
